Cost. Be smart. A house does not have to be that expensive. Safety. Vacation resorts get most of their tax income from tourists and the money tourists spend. Any or too much criminal activities could seriously erode and destroy a particular regions image for years to come and those small little communities know that. Therefore small towns and cities with most their wealth cemented in the real estate rental and sale businesses, as well as in the tourist business in general are always on the lookout for bad guys and criminals.
